Student Handbook:
Welcome to Jacob Wiens Elementary School. We are committed to providing a standards-based educational program for your child along with a safe and orderly environment. Parents, we need to work together in order to accomplish these goals. This handbook is designed to give you helpful information regarding school policies and procedures. Your cooperation and support are appreciated.
School and Office Hours: The school office is open from 7:15 a.m. to 3:00 p.m. Monday – Thursday and 7: 15 a.m. to 2:00 p.m. on Friday. The teacher contracted workday is from 7:15 a.m. to 2:16 p.m.School starts for students, in grades 1-5, at 7:45 a.m. and ends at 2:01 p.m.
Fridays: School is out at 1:01 p.m. every Friday. Your child needs to be picked up promptly after school at this time.
Minimum Days: School is out at 12:30 p.m. on Minimum days. Minimum days this year will be October 10-14 and March 19-23, to allow for parent-teacher conferences.
Emergency Information: Emergency cards are sent home at the beginning of the school year. It is required that we have a completed card for every child. Telephone numbers listed on the card will be used to notify parents or another listed person in the event of an emergency or accident. It is imperative that a Minimum of 3 valid emergency phone numbers is provided and the school is notified of any changes. LOCAL EMERGENCY PHONE NUMBERS MUST BE PROVIDED. Only individuals listed on the student’s emergency card will be permitted to pick up students. A photo ID must be shown when picking up a student.
A copy of legal documents regarding the custody of children should be provided to our office and will be kept on file.
Education Records: A cumulative record is maintained for each student enrolled. All student information is confidential. Parents are welcome to review these records by making an appointment with the Principal. Please give a 24-hour notice.
Closed Campus/Student Release: Closed campus policy means that once a student arrives at school, the student must remain on campus until dismissal or picked up by parents and/or emergency contact persons listed on the Emergency Card. Parents, guardians, and other people taking students from school before regular dismissal time must come to the office and sign a student checkout book. Again, a photo ID is required for proper identification.
Visitors to School/Volunteering at School: When visiting Jacob Wiens remember, respectful communication is key. We make it our mission to protect the safety of ALL students, parents and employees on our campus. Violence, threatening or menacing behavior by parents or other “outsiders” against students, parents or employees will be dealt with to the fullest extent under the law in cooperation with local law enforcement authorities. All visitors to our school are required to sign in at the office and receive a visitor’s badge. This procedure is in place for safety reasons. All volunteers must be fingerprinted through Hemet Unified School District with clearance from the Department of Justice and FBI. Proof of current TB test and results must be given to the office. . Volunteers for classrooms need to make arrangements with the teacher to ensure that they are needed and the best time for volunteering (after clearance).
Arrival and Dismissal Safety Rules and Procedures: Supervision is offered in the cafeteria for students eating breakfast from 7:10 a.m. to 7:40 a.m. At 7:35 a.m. students report to their classrooms. Teachers will supervise their own students from 7:35 a.m. – 7:45 a.m. in classrooms.
Students should leave the school grounds promptly after the dismissal bell in the afternoon. Any student who is still on campus after 2:45 p.m. or 1:45 p.m. on Friday (grades 1-5), will be brought into the office to call home. Students (K-5) who are habitually left at school and/or students who are still at school 45 minutes after dismissal time will be reported to Child Welfare and Attendance and the local authorities will be notified to pick up the student(s). Students will be released ONLY to adults listed on the Student Emergency Card.
Attendance and Tardies: Our 1st bell rings for school to start at 7:40 a.m. The tardy bell rings at 7:45 a.m. All students need to be in their classrooms by 7:45 a.m. Students need to bring a note from parents whenever they are absent, or parents can call the office at 929-3734. If students arrive to school after 7:45 a.m., they need to report first to the office; PARENTS MUST COME IN THE OFFICE WITH THEIR CHILD TO SIGN THEM IN WHEN TARDY to receive a pass to the classroom.
State law requires regular school attendance. Good attendance habits promote responsibility and allow students to gain the optimum benefit from daily classroom instruction. Parents are an integral part of encouraging good attendance and supporting the educational program. We urge you to have your child in school at all times unless he/she is ill.
Excused Absences/Tardies are due to an illness of student, doctor or dental appointments, or a funeral of an immediate relative. Students absent for any other reasons are considered unexcused by the State Education Code. Students are to bring a note from parents the day they return to school from an absence. A personal call to the office by the parent regarding the absence will be accepted in place of a note - Attendance hotline 951-658-8544.
Extended Illness: In the case of an extended illness for three or more days, assignments may be requested through the office. Home instruction may be provided for extended illnesses. Parents need to discuss post-operative procedures or special care with the school health technician and the teacher.
Excessive Absences/Tardies: Parents will receive a letter from the school when student tardies or poor attendance patterns are excessive and/or are interfering with the student’s educational progress. Continued absences will require parent contact with the District’s Child Welfare and Attendance Office or the School Attendance Review Board.
If your child shows symptoms of illness before school, please keep him/her home from school. Students who remain at home at the onset of an illness recuperate faster and miss fewer days of school. Please notify the school immediately when a communicable disease is suspected or diagnosed. This is an important step in the control of a disease. Children recovering from communicable diseases such as measles, mumps, chicken pox, pediculosis (head lice), and pink eye must be re-admitted to school through the health office.
PERFECT ATTENDANCE: No absences and only up to three (3) tardies for the school year. Saturday School & Independent Study cannot be used toward achieving Perfect Attendance
OUTSTANDING ATTENDANCE: Up to three (3) absences and only up to three (3) tardies for the school year. Saturday School can be used toward achieving Outstanding Attendance
Lost and Found: The lost and found bin is located in the multipurpose room. Parents are encouraged to put names on students’ clothing and check for lost articles as soon as possible. The school cannot be responsible for any lost or stolen belongings.
Lunch Program: Menus for school lunches are sent home each month. Lunches can be purchased on a daily, a five-day, or a twenty-day basis. Milk, which is included in all lunches, may be purchased separately by students who bring lunches from home. Free and reduced-price lunches are available to children who qualify. Application forms are in the school office. (Breakfast = $1.25; Lunch = $2.00)
Lunch Rules: Students need to wait their turn in an orderly manner while in the lunch line. They must observe courteous and quiet behavior while in the lunch area and while eating lunch. All students will be expected to clear their areas before being dismissed by the supervisors. Supervisors have full authority over students during the noon recess in the lunch area and on the playground. All food must be eaten in the lunch areas and once students leave the lunch area, they may not return. Students may leave the lunch area only when the noon supervisors have excused them. There is no trading, swapping, or sharing of food.
Students are expected to use playground equipment safely and properly. Students are not to bring toys, balls, play equipment, trading cards, game boys, or personal items for playing with at school.
Office Pass: An office pass, signed by the teacher or campus supervisor, is required whenever a student is sent to the office or nurse.
Birthdays: We understand that some students want to bring food items to school on their birthday to share with their classmates. However, our class time is designated for instruction and only PTA-sponsored parties are permitted. We ask that you do not bring food or party items to school to celebrate your child’s birthday. Any food items brought to school must have prior approval from the teacher and/or administration. All items must be store bought and sealed in its original packaging from the store. No flower or balloon deliveries will be accepted. Your cooperation on this issue is greatly appreciated.
Weapons and Drugs: Our school district has a zero tolerance policy for weapons and drugs on campus. They are not permitted on school grounds at any time. Students found in the possession of such items will be suspended pending an expulsion hearing. The Hemet Police Department will also be called. If a student discovers they have brought a knife or dangerous object to school, they can turn it into a teacher or the office immediately.
Telephones: The office will always try to relay telephone messages received prior to 1:00 p.m. to your child. To prevent continually interrupting classes during instruction, we require that these be on an emergency nature only. Students may not use the office or classroom telephones unless it is an emergency. It is the student’s responsibility to bring homework, lunch, or lunch money to school each day.
Dress Policy: Students must dress appropriately for educational activities so as not to endanger their health, safety, or welfare. It is our belief that coming to school ready to learn includes how a child dresses, as it affects his/her overall behavior and safety.

For the safety of all students, gang related apparel is not acceptable. The district will collaborate with law Enforcement Agencies to update changes in gang-related apparel as necessary. Any clothing, apparel or *”colors” that a student or group of students wear to identify themselves for the purpose of harassing, threatening or intimidating others will not be allowed. Additionally, clothing shall be free of writing, pictures or any other insignia which identifies a professional sports team or any group advocating or participating in disruptive behaviors.
* The term “colors” is defined as a display by the wearing or placement of apparel by a group of students, or an individual student, which would signify the membership or intent of membership in a student group known to advocate or participate in disruptive or illegal behavior.
Because gang-related symbols are constantly changing, definitions of gang-related apparel shall be reviewed at least once each semester and updated whenever related information is received.
Examples of current symbols identified as gang related are professional sports teams logos and the iron cross. These symbols are not allowed on the school campus.
Violations
First Offense: Parents notified; change of item in question and/or attends OCR, or serves 2 day suspension if not cooperative with school staff.
Second Offense: Parents notified; 2 day suspension; Behavior Contract.
Third Offense: Parents notified; 5 day suspension; Guidance Council for possible expulsion or change of placement.
Clothing:
- All clothing should be appropriately sized to the child.
- Excessively baggy or loose-fitting clothing is not recommended for school.
- Blouses and shirts should cover a child’s midriff and avoid exposing the
back.
- Tank tops are not allowed.
- All tops must be long enough to tuck in.
- Shorts may be worn but are not to be shorter than mid-thigh. Use the “longer than
fingertips” rule.
- Shirts/blouses that advertise or advocate alcohol, smoking, drugs, gangs, profanity,
sexual innuendoes, or violence should not be worn to school.
Shoes:
- Thongs, backless sandals, high platform shoes are not appropriate for school.
- Shoes should be secured to the foot and appropriate for participating in PE
and playing on the playground.
- Closed-toe shoes and socks are recommended to protect the child’s feet.
Hats: Hats are worn OUTSIDE ONLY. Hats should not advocate or advertise alcohol, smoking, drugs, gangs, profanity, sexual innuendoes, or violence. They must be worn with the bill forward. Hats are never to be worn inside buildings.
Accessories: Accessories should not interfere with the learning environment and/or safety of the child at school. Wallet chains, long bracelets, dangling earrings, and other such jewelry may not be appropriate or safe for students to have at school. Extreme hairstyles (to include but not limited to unnatural color, faux-hawks and Mohawks), make-up, long and fancy nails and temporary tattoos are not appropriate.

School-wide Rules:
The following offenses are a violation of school-wide rules:

Consequences for these offenses may require meeting with student, a warning letter to parents, Principal’s Detention, conference with student and parents, suspension, SARB Hearing, expulsion, law enforcement referral. Please review these STANDARDS OF BEHAVIOR, school-wide rules, PeaceBuilder’s Pledge with your child(ren).
Assembly Behavior: Students need to enter the multipurpose room quietly and safely. Students should be quiet during the assemblies showing respect to fellow students. Polite applause should be used. Unacceptable behavior includes booing, yelling, whistling, and/or being disruptive.
Restroom Behavior: Students must obtain a classroom pass to use the restroom during instructional time. Quiet voices need to be used. Toilets must be flushed and hands must be washed. Paper towels go in the wastebasket. There is no playing or hanging out in the restrooms.
Important FYIs
Communication Folder: Every Wednesday afternoon, your child will bring home the Jacob Wiens communication folder with information and schoolwork for you to see. On one side of the folder there will be information and/or schoolwork for you to keep. On the other side of the folder will be information or papers for you to sign and return. Sign the back of the folder each Wednesday. Your child must return the folder the next morning.

- Closed-toe shoes and socks are recommended to protect the child’s feet.
Hats: Hats are worn OUTSIDE ONLY. Hats should not advocate or advertise alcohol, smoking, drugs, gangs, profanity, sexual innuendoes, or violence. They must be worn with the bill forward. Hats are never to be worn inside buildings.
Accessories: Accessories should not interfere with the learning environment and/or safety of the child at school. Wallet chains, long bracelets, dangling earrings, and other such jewelry may not be appropriate or safe for students to have at school. Extreme hairstyles (to include but not limited to unnatural color, faux-hawks and Mohawks), make-up, long and fancy nails and temporary tattoos are not appropriate.

School-wide Rules:
The following offenses are a violation of school-wide rules:
1. Fighting or threatening or causing physical injury to another person
2. Possession of tobacco, dangerous weapons, or explosive devices
3. Obscene/vulgar language or behavior
4. Damaging school or student property
5. Stealing school, student, or staff property
6. Defiance of authority/disruption of school program
7. Sexual harassment
8. Leaving school grounds without permission
Consequences for these offenses may require meeting with student, a warning letter to parents, Principal’s Detention, conference with student and parents, suspension, SARB Hearing, expulsion, law enforcement referral. Please review these STANDARDS OF BEHAVIOR, school-wide rules, PeaceBuilder’s Pledge with your child(ren).
Assembly Behavior: Students need to enter the multipurpose room quietly and safely. Students should be quiet during the assemblies showing respect to fellow students. Polite applause should be used. Unacceptable behavior includes booing, yelling, whistling, and/or being disruptive.
Restroom Behavior: Students must obtain a classroom pass to use the restroom during instructional time. Quiet voices need to be used. Toilets must be flushed and hands must be washed. Paper towels go in the wastebasket. There is no playing or hanging out in the restrooms.
Important FYIs
Communication Folder: Every Wednesday afternoon, your child will bring home the Jacob Wiens communication folder with information and schoolwork for you to see. On one side of the folder there will be information and/or schoolwork for you to keep. On the other side of the folder will be information or papers for you to sign and return. Sign the back of the folder each Wednesday. Your child must return the folder the next morning.
Award Assemblies: We look forward to celebrating the accomplishments and good citizenship of our students!
